AN APPRAISAL OF THE LEGAL AND INSTITUTIONAL FRAMEWORKS ON HUMAN CAPACITY DEVELOPMENT IN NIGERIA AND GERMANY

Abstract

Human capacity development has since the beginning of time aided in development processes be it at the community, state or federal level. Where the strategies for human capacity development is established within the ambits of the government of a country a step towards great development has been made as that will lead to the skyrocketing of the development of that country in every way possible.This research focuses on human capacity development in Nigeria and Germany. It examines the policies, programmes, legal and institutional frameworks available to aid human capacity development in Nigeria and Germany. The need for local capacity building is imperative to aid development and employment in the country. The idea is to encourage the government to create more policies and programmes so as to promote human capacity development and youth employment.This research identifies the challenges faced in human capacity development in Nigeria, the ineffectivenessof the Nigerian government to provide policies to govern this aspect of development and budget which will aid in funding capacity development in Nigeria. This work also recommends that the constitution should be amended and Chapter II of the constitution be made enforceable.
